Jagdalpur, Bastar Range The inauguration of PANDUM CAFE at the Poona Margham Complex, Jagdalpur, on 17 November 2025 marks a transformative milestone in Bastar’s journey toward peace, rehabilitation, and inclusive development.

Hon’ble Chief Minister Vishnu Deo Sai, in the presence of senior dignitaries and officials, formally opened this unique and socially impactful café.

A Rehabilitation-Based Livelihood Model

Conceptualized under the Government’s Surrender and Rehabilitation Policy, Pandum Café aims to empower two key groups:Victims of Naxal violence, and Surrendered Maoist cadres who have chosen to leave violence behind.

The café brings both groups together as active partners—offering not just employment, but dignity, stability, and meaningful participation in community life.

Skill Training for a New Beginning Former cadres and survivors have been trained in:Hospitality Café operations Hygiene and food safety Customer service EntrepreneurshipThis equips them for sustainable careers and long-term self-reliance.

A Living Symbol of Positive Transformation The initiative highlights what becomes possible when opportunity, guidance, and institutional support converge.“Hands that once held weapons now serve with warmth”—this powerful message defines the soul of Pandum Café.

Cultural Identity Rooted in Bastar The name “Pandum”, drawn from Bastar’s cultural heritage, along with the tagline“Where every cup tells a story”, reflects the region’s resilience, healing, and hope.

A Scalable Peace-Building Model Pandum Café showcases how coordinated efforts of the Government, Police, District Administration, community members, survivors, and rehabilitated cadres can evolve into a replicable model for sustainable peace across Left-Wing Extremism–affected regions.

13 Beneficiaries — 8 of Them Women In its first phase, 13 individuals have been provided livelihood opportunities, including:05 surrendered Maoist cadres, and08 victims of Naxal violence.Significantly, 08 of these beneficiaries are women, making the initiative even more empowering.
